Monitoring and Evaluation of Overseas Aid Projects

Recently Ms. Anne Gillies, an independent consulting professional and expert on monitoring and evaluation, collaborated with Ms. Meg Barker in the production of a hybrid (live and on-line) OLi workshop on Results-Based Management (RBM), applied to overseas development projects.  They were hired by the Global Empowerment Coalition of the Central Okanagan (GECCO) to provide insights to not-for-profits (NFPs) on how to meet increasingly stringent accountability demands of funders, such as Global Affairs Canada (GAC) and agencies of the United Nations (UN). To accomplish adequate reporting of projects in the public realm, funded initiatives are required to report on their results — outputs, outcomes and impacts. For their Project Management (PM) purposes, they need to develop an Evaluation Framework, including a Theory of Change and a Logic Model that identifies measurable aspects of advance induced by an investment of money and effort. Selection of measurable indicators is critical for independent monitoring and evaluation, which normally is applied by the funding body to the project while it is in progress, and at its end.

About Ms. Anne Gillies

Ms. Anne Gillies has more than 25 years of experience in Performance Measurement, Monitoring and Evaluation. She is a Credentialed Evaluator with the Canadian Evaluation Society. Anne has undertaken assignments for aid agencies of the Canadian government, UN, World Bank, African Development Bank, not-for-profit organizations and foundations, and private sector companies. She has accomplished these evaluations across a range of sectors; for example, health, education, civil society, rural development, agroforestry and enterprise development, with appropriate attention to gender and environmental dimensions. Some of her evaluations have examined entire country and regional programs, others have examined and enhanced the intra-organizational processes for evaluation among funders. Anne has worked in the following countries: Barbados & Eastern Caribbean, Czech Republic, Eritrea, Gambia, Guyana, India, Jamaica, Jordan, Kosovo, Kenya, Lao PDR, Malawi, Morocco, Namibia, Nigeria, Pakistan, Palestine, Peoples’ Republic of China, Philippines, Poland, Romania, Senegal, Sri Lanka, South Africa, Sudan, Tanzania, Thailand, Tunisia, Turkey, Uganda, Zimbabwe and Zambia.

About Ms. Meg Barker

Ms. Meg Barker’s expertise is in landscape scanning, the preparation of briefing notes, stakeholder engagement, proposal development, the design of funding programs and evaluation and performance measurement. Accomplished projects have normally been oriented to building capacity in science, technology and innovation (STI) in high- and low-income economies, taking into consideration contemporary transformation processes such as climate change and globalization. Within Canada, Meg has worked with a range of Canadian federal government STI funders and policy organizations over her career (eg. NSERC, Industry Canada (now ISED), DFAIT (now GAC), CFI, CFCAS (terminated), CIDA (terminated) and IDRC.  Outside Canada she has provided services to the University of Dar es Salaam (Tanzania), an APEC working group (Thailand), the Government of Bolivia, the University of Sao Paulo (Brazil) and the African Development Bank. She has worked in the following countries: Canada, Sweden, France, Tanzania, Brazil, Bolivia, Argentina, Thailand and India. Our preparations for this OLi-workshop were accomplished on-line, as is true for most of our projects. Anne was in Wakefield, QC, Canada while Meg was in Kelowna, BC, Canada.
